About the Delhi RTO Learner's Licence Test
The Delhi Learner's Licence (LL) test is administered by the Delhi Transport Department through zonal Regional Transport Offices. Applications go through the national Sarathi portal at parivahan.gov.in; tests are taken at the relevant Delhi RTO (for example, Sarai Kale Khan, Janakpuri, Mall Road, or Sheikh Sarai).
Content follows the Motor Vehicles Act 1988, the Central Motor Vehicles Rules 1989, and IRC 67 sign standards. Delhi roadside signage is multilingual: Hindi, English, Punjabi, and Urdu, the four recognised NCT languages. This reviewer adds Delhi specifics: the diesel age ban, smog-season driving practice, odd-even, and the DL state code for vehicle plates.
